The VICTORY project aimed to empower communities in Bhimeshwor Municipality, Dolakha and Barbardiya Municipality, Bardiya through citizen science-based rainfall and water level monitoring. By engaging local citizen scientists and strengthening community capacities, the project supports anticipatory action and disaster preparedness using low-cost hardware, mobile application and locally relevant data.
The VICTORY project demonstrates the value of citizen science in enhancing local disaster risk reduction and anticipatory action frameworks. Implemented in partnership with S4W-Nepal and funded by ADPC, the project trains and equips local volunteers to collect hydrometeorological data using smartphones and low-cost hardware. These data are used to inform threshold-based early warning systems (EWS) for floods and landslides, especially in hazard-prone areas.
The project emphasizes participatory monitoring, locally owned data repositories, and capacity building of the local community. In Bhimeshwor Municipality, the project builds upon prior community-based EWS efforts, while in Barbardiya, it introduces rainfall and water-level monitoring in flood-affected wards. The initiative contributes to inclusive risk governance by ensuring active participation of women and youth in data collection and decision-making processes.
