The VICTORY Project, funded by the Asian Disaster Preparedness Center (ADPC) and implemented by the Institute of Himalayan Risk Reduction (IHRR) in collaboration with SmartPhones4Water Nepal, has strengthened disaster preparedness in Bhimeshwor and Barbardiya Municipalities. The project utilized citizen science, low-cost hardware, and mobile technology to enhance early warning systems and improve climate resilience.

Impact at a Glance

  • 106 rain gauges, 50 bamboo staff gauges installed

  • 13,920 rainfall & 5,092 water level reports submitted by 106 Citizen Scientists (50% women)

  • 1,692 people trained, 407 ward participants, 915 students engaged

  • Early warning alerts issued via radio, SMS, and social media

  • Local governments using citizen data for disaster planning

The project has enhanced disaster risk awareness, improved emergency response, and strengthened local governance for disaster preparedness. Community-based early warning systems have been successfully promoted, leading to behavioral change and active citizen participation in climate resilience. 

VICTORY is a scalable model for community-led climate action, integrating local knowledge with scientific tools to reduce disaster risks and build resilience.
