The BIPAD Portal Localization and training session in Dodhara Chandani Municipality on 25 November 2024, was conducted as a vital component of the Digital and Spatial Technologies for Anticipatory Action (DASTAA) project.
Organized by NAXA, the Institute of Himalayan Risk Reduction (IHRR), and DCA Nepal, in collaboration with local partner NNSWA, the event emphasized the success of the DASTAA app during the 2024 cloudburst, which helped prevent casualties. Participants received hands-on training on different modules of DASTAA platform and Bipad Portal. Enumerators shared experiences on using the platform for early warnings and Household Disaster Risk Management Plans (HDRMPs).
The training, facilitated by Sneha Bhatta at the municipal office of Dodhara Chandani, focused on equipping the IT officer and the Disaster Risk Reduction (DRR) focal person with the technical skills to operate and manage the BIPAD Portal. The session combined theoretical learning with practical exercises, enabling participants to understand the portal’s capabilities and integrate it into their daily disaster risk management work.
Participants were introduced to the portal’s key modules, including Dashboard, Incident, Loss and Damage, Risk Info, Profile, and Real-Time, each designed to improve disaster monitoring, reporting, and strategic planning. The training also covered detailed procedures for entering Capacity and Resources data collected from field surveys, ensuring that the municipality maintains accurate and up-to-date disaster-related information.
Through hands-on practice, participants learned to filter, download, and analyze hazard trends, risk maps, and resource data, applying these insights to identify vulnerable areas, allocate resources strategically, and respond effectively during emergencies. Real-time reporting and scenario-based planning techniques were also emphasized to strengthen preparedness and coordination.
The training methodology included presentations, live demonstrations, interactive discussions, and the provision of user manuals, ensuring participants gained both the knowledge and the confidence to operate the portal independently. The municipal staff had a positive response to the training, with participants appreciating the practical value of the tool. They also highlighted the need to update the municipality’s name in the system, improve the approval process for incident reports, enable bulk data uploads, and organize regular sensitization sessions on the BIPAD Portal.
The localization and training initiative marked a milestone for Dodhara Chandani Municipality in adopting digital tools for disaster risk management. By integrating the BIPAD Portal into its governance processes, the municipality is well-positioned to enhance its preparedness, strengthen data-driven decision-making, and set an example for localized disaster resilience efforts in Nepal.
