A two-day refresher training on the Digital and Spatial Technologies for Anticipatory Action (DASTAA) initiative and a Learning sharing workshop on anticipatory action wrapped up successfully, bringing together stakeholders, enumerators, and municipal officials to strengthen disaster preparedness and response in the Mahakali basin.
Organized by NAXA, the Institute of Himalayan Risk Reduction (IHRR), and DCA Nepal, in collaboration with local partner NNSWA, the event emphasized the success of the DASTAA app during the 2024 cloudburst, which helped prevent casualties. Participants received hands-on training on different modules of DASTAA platform and Bipad Portal. Enumerators shared experiences on using the platform for early warnings and Household Disaster Risk Management Plans (HDRMPs).
The event also introduced the ACT FIRST project, which delivers disaster preparedness messages via IVR and SMS in Bheemdatta, Dodhara Chandani, and Parshuram municipalities. The event highlighted the importance of hydro-met data, Impact-Based Forecasting (IBF), multichannel risk communication, and funding for anticipatory actions. IBF enables authorities to predict the potential impacts of extreme weather events rather than just forecasting hazards, allowing for more targeted early action. By integrating IBF with local knowledge and preparedness plans, communities can reduce disaster risks and enhance resilience.The launch of the 1155 toll-free number for weather and flood information was a key highlight, with discussions on promoting it through social media, school awareness programs, and digital municipal mapboards.
At the Learning sharing workshop on anticipatory action in Dhangadhi, officials from DHM stressed the need for early warnings and additional river monitoring stations in Sudurpaschim province. Local DRR focal persons shared experiences on mobilizing youth groups, activating disaster management committees, and using DASTAA for risk profiling. The Disaster focal person from Tikapur Municipality, Ms. Nirmala Chaudhary, highlighted flood preparedness efforts in Tikapur, including gauge scales and sirens for early warnings.
The event concluded with commitments from local leaders for budget allocations, institutional memory, and community engagement. Hon’ble minister Hira Sarki of the Ministry of Home Affairs and Law, Sudurpaschim concluded the formal event, emphasizing the need of adopting a precautionary approach by significantly preparing for potential risks and impacts during disaster to minimize losses and casualties effectively.
As climate change intensifies extreme weather, DASTAA and collaborative efforts between governments, NGOs, and communities will be crucial for resilience and saving lives.
